There are various reasons why you wont get a straight answer, and if you did get one, unless its 100% guaranteed that you will be  offered a welcome back offer, they cannot give you a sound answer. 

All you can do is see what happens.

I can tell you I have read that people where expecting one of the good offers on a particular day,but it happened the next day,so it might benefit you to wait to be sure the waiting time has elapsed.

the pack got removed and its back again with some changes, can't tell how much time you have to wait since i play everyday, i heard from clan mates that troops got removed

Few months ago, i have receive a welcome back pack when i was in hyperpack periode... was plenty of charm from 4 shaman, along with lot of energy hero, energy shaman, rss, time booster, etc...
