I have waited weeks for carriages. None in bank offers. Is there a secret to getting them?

I just reached level 21 and got no carriage to move. Where did it go?

It used to be get one at level 5 and 21.

This sucks for those of us who can not buy anything. So how does one get out of kingdoms they are having problems in? Sounds like not a good way to maintain a happy player base for the game.
