Suggestion:
Update and/or expand the Medical Laboratory. It is also an option to make redundant and unusable stimulant boxes, lvl 12 cases, and injectors tradable for game related items.

Adding levels for this building is possible I think. Mmm, I prefer your suggestion of points in the UCAV Deck regarding their exchange for others items.
Well, I don't see myself exchanging 10 boxes of stimulants against 2 strategic units. Why not, to see.

1. Devs plan to add new Levels to this Building in the future. No ETA yet.
2. On FB it's possible to exchange Injectors for Resources. It's possible in the future devs will add this feature to plarium.com servers as well.
