The mission is to obtain an ATK chestplate from completing stage 5 of the sewers of arnoc on normal. I have done this repeated times and it will not fulfill the mission.

Are you positive the chestplates had attack % as the main (top most) stat, and not just attack?

And you're doing it on Stage 2-5, Normal?
If you're completely positive, feel free to open a support ticket. I'm not aware of an existing bug with this, so I'm a bit worried this is a misunderstanding of some sort
