I was cleaning out my ring selection when I came across this "Refresh Ring" with the added special effect "5% chance to prevent Skill cooldown" (picture attached)

I've never seen this before...I'm currently lvl 75 and have been farming Spider 20 for about 6 months.  

Even the graphic for the ring is different (see attached picture).  It seems like this could be a great addition to the game, if INCREDIBLY rare.   Anyone else see this?

**EDIT**  I leveled the ring up to 16, just to see if that special effect changed with it's level.  It does not.
