In all games, developer set up arena based on your arena power. 

There are 2 factors make up arena list:

1) The formula calculate all players arena power.

2) The x factor decide which opponents you would fight against, for example from range [0.7 x your power] to [1.3 x your power].

This game used to be same as other games.

Now they changed.

1) The formula calculate your power is changed. Last time it was your defend setup, now it based on your inventory. 

2) x factor also changed. They just raised the number up.

Many players believe because of quitting players, and they keep telling about that, ask for a fix. However it is not. Because what you see in arena list base on above formula, if that formula is made easier like 0.3 x your power, you would never see too strong players in your list, quit or not does not matter. 

If you ask me tell developer how to fix arena.

I would say: show me a list in range from 0.7 x my arena power to 1.3 x my arena power. No one would ever complain anymore. 

Seems to me that matches are just based off relative arena points. If it were based on power then a good team with a lower power could make it to a higher tier but would still see lower tier players closer to their power level on the match list. That's not happening.
