It's not a bug, clan boss is immune to the decreasing of the turn meter.

He used to not use that ability on the boss since it is relatively worthless.  For some reason, Plarium modified him so that he now uses his A3 on the clan boss as well. 

The clan boss can not be affected by turn meter manipulation, which includes turn meter reduction and slow.  The boss is also immune to things like stun and sleep.

The primary debuffs you want on the boss are 60% defense down (substantially increases damage), 25% weaken (also increases damage, although not quite as much as defense down), and 50% attack down (substantially increases survivability).  Other useful debuffs on the boss are poison and HP Burn.

If you want to get the most out of Rhazin on the clan boss, you'll have to use him on auto.
