I also work much lower level prizes. Currently I'm using 8M against level 42 with 43 being the R&G.

I personally don't feel it changed too much.  The big payout is a little lower but I can still hit it every new prize batch.

Is this one still accurate? "All units of all types are considered while calculating your rewards."

 I'm pretty sure somewhere it was admitted the Pardoned units are nil value for the bank when lost on prizes.

No, one of the previous CMs explicitly said that all units are counted (but they never revealed how, so some units can be counted less than you'd expect).
