Double charge for unusable fortification because no tower to perch it.
if I purchase a fortification which needs a tower and can't build it, why am I charged again after I obtain a tower?

Can you explain a bit better? Fortifications are purchased the moment they are placed/built. I don't see how you could've been charged for it before you could build it.

Crowbar is correct you do not get charged until you actually place the item bought

The same applies to walls, towers, gates, Harpoon, Crowsnest and all items under improvements
