A possible source of confusion: listed bonuses are totals. So, you get 1k def bonus at level 22, and that's it. It's not 1k per each of those levels (for a total of 3k). It is exactly the same as with all other bonuses. For example, level 19 gives you 68mi and level 20 gives you a total of 70mi and not 70mi on top of what you already had.
