I agree, its very annoying,especiallly when scrolling through a long list, and  then having to start all over from the top, but I wonder if ,

#1 its too difficut to change,

#2 not important enough to change or

#3 it has been  deliberately engineeered to be like this, to slow the player down.

As exactly the same thing happens when you send a march to a tile, it closes the window, and you have to reopen it, and start again to send another march.
