Greetings!
You can permanently relocate to a different Kingdom using the Drakkar item. To relocate your Town, please follow the steps below:
1. Go to the Kingdoms map.
2. Choose the Kingdom and tap "Go to". Please pay attention to the relocation icon beside the Kingdom name.
3. Select a free tile on the Global map and you will see the number of required items. You can find more information about Drakkar, if you tap on its icon. Also the relocation requirements are available there. If all requirements are met, you can move to the different Kingdom.

Hello,
I want to join a clan from another kingdom ... All the parameters are green except one: you need no more than 300 million each resource in my stocks ... But I have much more ... What should I do to override? Do I have to loot my many acquired so hard to be able to move from kingdom ?!

You cant over ride the rule, so you will have to find a way to navigate round it .
This will depend on your present circumstances.
There's a potential dilemma.
Unless things have changed , they might have, things in packs don't count in the total.

My resources are gains from victories in CvC

Find a open dead clan. Send excess resources to either someone in the Clan or to its stronghold. It sucks but having changed Kingdoms 4 times now all I can say is you get used to it. You COULD and should sink all of them you can into upgrades and training troops, that way you can at least salvage some of them. Even if the upgrades and/or troops won't be ready for along long time, its better than totally losing them.
I've probably given away 150 billion or more just so I could move. It sucks but it is what it is.

A lot will depend on how much excess you have, and how much resources upgrades might take,there's potential to have 4 things running when you move, and plus how big a queue of an army in waiting you can make.
Just also beware that potential increases in any statistics might mean you would need more drakkars to move, there are so many things known only to you.Jul 12, 2020, 15:0307/12/20

Thank you for your answers. As I have good relations with my old clan, I will go back there to make my convoys, as long as it serves friends ... (I spent the max)

Seems you found a satisfactory solution there.
Hope it wasn't too taxing.
I had wondered about the whole situation with your old clan.
You wrote the resources were from the rewards from C.v.C. so it made it sound like you had been the chief and the others had quit.

If a little, I spent a lot of time developing my city and my facilities in the best possible way in the last few hours, but hey ... let's not complain ... ^^

Apart from the very many convoys made (thank you the 5000% bonus otherwise I will be there again!),
I have to wait 24 hours after joining the clan to leave it ... (not counting a new CvC which begins this evening and which will further delay my departure!)
But what a hassle !!!

All my parameters are now green ... But I need the drakar now, for that I have to buy it with real money in the bank?
It's the only way ?

At the moment Drakkar item can be found in Bank offers and given for completion of some monthly Quests if you have a Northeren Brotherhood subscription.

When you said you wanted to move and everything was green except for xs rss, and I warned that increasing your stats by spending rss might mean that you could increase the amount of drakkars you needed to move , it never occurred to mean that you didn't have the drakkars required to move either.

Plarium seem to have adopted a policy of making some things only available by purchase and drakkars are one such. They have, however, forgotten to remove the one drakkar given at the end of each treasure hunt run (Pumpkings, Lost Gifts etc.).
I have acquired 141 over a number of years of play but most of those accumulated while there were occasional drakkars given in events/Quests/whatever. Someone posted that the minimum number of drakkars now required to move is 100 in which case accumulating that number one or two at a time over months will make for a long job.
