Intentionally lagging the Stronghold and Towers

Who is seeing clans do this?  Sending a bunch of marches at a tower or SH....Offensive Os is fired and hits firsts.  But, since the other marches started first, The OS gets stuck(3 to 5 seconds before a hit indication) and is forced to battle troops that are not even in the SH/POP.  The tower/SH is forced to process the marches that were first started so by the time its done processing, It computates the hit late and with the reinforcements that were not present at the time of hit, in the SH/Tower.
