No. It is very clear, and I've proven it more than once.

If you are not a member of the order at the time the event is announced (0h00z), you score no points in the event for anything you do. Nor does destroying their troops gain you points - as a warning prompts you about.

[I don't say they can't assist the order in other ways, but they, and you, don't get points.]
