as far as i have noticed its only not working with 1 stars on 2 stars and 3 stars the bonus works

Remember, when leveling up a champ the hunt sends it to the highest level enemy it can kill in 1 hit, and the higher levels give exponentially more xp.  when training a 1-3 star champ each hit levels up your champ enough that it can hit the next level enemy.  The bonus is working, the champ xp one just isn't big enough to get over the threshold where you'd be able to skip a level so it doesn't actually make a difference to the training time, but if you do an individual send you'll see that you get more xp with the bonus on.  With the higher star ratings where it ends up doing multiple sends to the same level because the champ requires more xp to level up you will see a difference in training time.
