What exactly do you mean with package?

If you mean special offers, then I'd go for the least expensive one to make sure that, if you don't like it, you don't have spent too much money.
Once you're sure that you enjoy Stormfall, you can always spend some more.

If you mean the Resources, then you could calcuate it easily.

Small example:

10 Sapphires for 5000 Gold VS 40 Sapphires for 30000 Gold

(30000 / 5000) * 10 = 60 Sapphires

60 - 40 = 20 Sapphires

Thus, the 5000 Package is 20 Sapphires more expensive than the 30000 Gold package if you want to purchase the same content.

However, this doesn't mean it's regularly more expensive. It depends on how much Resources you need.

The packs for offer will suite different play stiles, if starting out then maybe the winner pack, And when you are producing the troops you want from each que then maybe the boosts and units pack.

For me the pack of choice is accelerated development, i raid about 1 mil each day and buy the 15x30k res packs each day and with the res packs that come with the accelerated pack and massive gold/iron prod ph my ques fill fast. and with the mass of building boosts, troops are not usually a problem.

If you aren't spending frequently, you'll eventually get an 80% discount package that also comes with some free troops, so I'd wait for that one.  If you're spending regularly you'll usually only get 50-60% discounts.
