as ur battle ground levels go higher some certain lvls appearing becomes very random !

u could also use BG refresher item which gives extra BGs

this is not a bug

may i please know about these ?

1. have u increased ur last level ? what level are u ?

2. how many BGs do u have at the moment ? (this is cause when u increase ur last lvls few days in a row u get more  BGs than u normally get,this also makes BG lvls irregular ! )

I can assure you there isn't any bug there , like Lord Fury told you already !

ps:  I will close your topic since is not a bug !
