Sent at 10 hit 5 and only got 2 Flags what is the deal ? has the Game put a muzzle on the Emps?

the 5 that got returned someone else hit But the five I did Successfully attack show a Hit should of paid out the flags

Killing troops does not guarantee that the flag had not been removed by another league - troops are not returned from forts after a hit, unlike beacons, or new units could have been sent (during a period of protection?)

Flag won't be issued after a successful attack in these cases: 

• The Fortress you are attacking belongs to the inappropriate league;
  
• The attack arrives at the Fortress right after the tournament beginning, and the Flag has not been delivered yet;
  
• The Flag has already been captured by another League.

Flags are delivered at the tournament beginning, one after another by the game server. This process is automated and takes several seconds. 

That fortress is level 8 and ranked 47th so would they not be in the highest tier?

Also, do not forget that your League and the one's Fortress you are attacking can be in different divisions.
