Clue #3:

This U.S. govt. agency was not part of the military (sorry Tonaya) but its employees did (and do) wear uniforms and, at the time, were very well respected among the general population.

No, sorry, as indicated, not military (therefore no Coast Guard, no Sheriff's or Marshal's dept. no law enforcement of any kind either) but ...
