How to give a city some rest and receive the 3-shield protection from Plarium?

Somebody told me that if a city is idle for 7 days, it gets protection automatically. But based on what I see, it is not the case. 

One guy tried that and his hege threatened him with expulsion - and yet no protection, no calibration

Hello :) 

You get this kind of protection if you haven't accessed the game for more than 21 days. Taking into we have Coalition activity feature, Hegemons monitor precisely the percentage of the inactive members they have in Coalition in order to avoid its dismissal.

So, you mean the member has to annoy the hegemon for more than 21 days?

and then the protection turns on automatically?

The protection doesn't depend on the annoyance of your Hegemon :) 

It depends on how long you haven't entered the game. You Hegemon can be upset even if you haven't log in for 3 days, but it doesn't mean you will get the protection once you're back.

The protection babble appears when you log in to the game after 21 days of absence.
