As far as I can see, you opened only 2 Holy Bonds, while in accordance with the rules of this event, you have a 100% chance to receive it when opening the 3rd Holy Bond.
1st Holy Bond gives you a 25% chance of getting the guaranteed Guardian.
2nd Holy Bond gives you a 50% chance of getting the guaranteed Guardian.
3rd Holy Bond gives you a 100% chance of getting the guaranteed Guardian.
