To upgrade a unit you need to consider few things :

Relics:

*which you receive them from in game for every level upgrade as follow

from level 1-50 = 1 Relic
from level 51-100 = 2 Relics
from level 101-150 = 3 Relics

*Also you can get them in exchange with Drachma as follow







*Signing the Agreements to the max level should be a must and this would help on battles against enemies and against Persians





*By signing them to max level you would benefit from the Bonus of Combat Stats of each signed agreement.

XP  ls also needed for the ability to upgrade fully your units.
XP can be earned in multiple ways such as :

 battles at your city and enemies ,
 friends or allied cities ,
 pantheons ,
 capital 
 positions (Xerses)





*Xp earned through Dominion Activation




*XP earned through help of Drachma




*So to get your units upgraded players need to achieve certain things as shown above , and each individual rank will need a certain amount of each.
Unless you achieve the things needed you wont be able to upgrade.


*Check your individual unit Upgrade you opt for and try to achieve them at the desired rank.



*As seen in the above picture this unit cannot be upgraded unless unit XP= 312

*As you notice this unit has 258 / 312  this shows that is this unit is desired to be upgraded will be a good idea to use this unit in battles against enemies ,capitals , pantheons, Xerses -->>as it is an offence unit.

*Another important thing to remember is to fully upgrade your Buildings - Barracks for :

Light Infantry ,
Heavy Infantry ,
Phalanx Units 
Cavalry.

NE KNIGOCHEY, I suppose you are just confused by a green arrow. It indicates that you have collected enough Unit XP for an upgrade. It will still be visible if you don't have enough Relics and it's not a bug.

I have 99 relics. Isn't that enough for a light infantry upgrade? 

Levels are not higher than 6

It shows that I don't have enough XP, but there is a green arrow. And that is about 2 weeks like that. Had thousands XP during that time.

I have checked your account and I see that you have collected Unit XP for Veles.

Maybe this is the unit that causes that arrow. 

Yes, 177/104, but the "upgrade" button is grey. So I can do nothing.

Like I mentioned before, it will still be visible if you don't have enough Relics and it's not a bug.

Green arrow shows that you have earned Unit XP.

I had 99 relics.when first asked.

Now I have 97. Still enough - but the system is not allowing me to upgrade. 

I am upgrading phalanx but cannot upgrade the damn Veles.

I am sorry, that was my mistake. I mean that one of the requirements wasn't met. Usually, it concerns relics, but in your case, it is something else. There might be an agreement you need to sign to update that unit. 

Anyway, this is not a bug. The arrow indicates that you have collected Unit XP and it is supposed to work this way.
