Cannot promote special operatives

I have two special operatives, same specialization and tier, but the "promote" function seems to not be working.  I have done this many times in the past.  Typically, when you click on an operative, and then press "promote", you will see operatives you are eligible to promote, if there are none eligible then you see none.  But now when I click on "promote", nothing happens.  I was wondering if I have hit some sort of limit in the game somewhere.


Thanks for any help.


P.S. This is only happening in Soldiers, other games seem to work fine.

I learned a tip from someone else on how to make the PROMOTE key work!.

So let's say you want to promote Operative A using Operative B, assuming those are proper candidates in specialty and tier.  You go into your Specialists screen and select Operative A.  Then you select UPGRADE, that will give you a selection of operatives that you would normally sacrifice for upgrade. Operative B should be in that list. Select Operative B, that should get it into the upgrade window. Once it is there, select PROMOTE, and from then on it should work like it used to, follow the prompts.

So only thing to remember is select UPGRADE, then PROMOTE.
