Not the Same, just very similar.
Rapid Response is for when a Buff (Beneficial Effects like Increased Crit Rate, Increased Attack, etc) is removed or expires.
Arcane Celerity is for when a Debuff (Negative Status Effects such as Stun, Freeze, Decrease Attack, Decrease Defense, Weaken, Poison) is removed or expires.
