Just a question on this mastery

Does the damage from war master/giant slayer count as part of the damage  for cycle of violence ?

i.e. lets say a enemys max hp is 100k

I damage it with 20k and either GS/WM  deals an extra 20k   total is 40k which is more than 30% of 100k.

Will the 30% chance occur to reduce cooldown on a skill ?

Also if this mastery was on a champ that attacks all enemies, would all damage be added up and then calculated against the target ? or is it just 1 on 1....
