That is empowerment, done by feeding a legendary with a duplicate legendary to make them stronger. You can find a longer explanation here:

Oh I've seen the duplicate emp thing before but didn't realize that's what it did. I can't wait for my first leggo duplicate.

You shouldn't. Much better to use them as faction guardians instead.
