okay first of i got three void legos miss anne shipi she makes me second one and bloodtwin feeling awesome now my epic i got is where i need help its godseeker and her passive is increase healing by 10 % will that boost my maxed out shipi healing ablitly or am i wrong ?

Go buy yourself a lottery ticket, because your probability of pulling three legos from 17 shards is very, very low. Not to mention you got two fantastic ones and one okay one (Annie).
As to your question - yes, Godseeker will boost Siphi's heal, but bear in mind the boost is on the base value. So her passive becomes 11% instead of 10%, and her A1 becomes 5.5% instead of 5%. So, in other words, not a monumental bonus.
