It is also possible that there might be an event in the future where we will be able to obtain fragments for past fragment fusions so not all hope is lost.

Yep, there are several possible ideas on the consideration to make fragments accessible from a larger number of ways. I cannot name them now, but in the future, you might see one of those ideas implemented
