I'm not sure if this might have been suggested before, but it may very well help newer players who are struggling with upgrading the hall. As many now are struggling to get out of silver perhaps the early tiers of the hall should be significantly easier to upgrade with silver medals. At least until you reach a certain point 

The hall is a massive part of peoples accounts and it would make it so much easier for people lower down to progress if they could at least get a good start on the hall, It doesnt have to be free but allow those stuck only collecting silver medals (or bronze) to not need 400 a time just for a really low level upgrade.
