Actually it won't fix arena.

With how the points system works there's already a hidden cap on every tier.

The problem with arena is that there's not enough points to go around for people to tier up, so you can add the tier to infinity, it wouldn't help because there are just not enough points to go around.

Don't believe me? Check the top point on Platinum winner every week on the final hours, it's always stagnate and sometimes even dip, but very very rarely it increase.
