Stats question

I watched a video on a character build and he mentions more than once to have "HP percentage" and "Def percentage" on the artifacts. Is a stat followed by a percentage better than the stat followed by a number? If you have a stat followed by a number, the number increases when you upgrade the artifact.  What am I missing?

weapon , helm and shield always have the same main stats ..

Gloves , chest and boots can roll a lot of different main stats , where % stats beat flat stats (except for speed on boots)

In general for sub stats .. % will give you more than flat stats but flat stats arent as bad as people seem to make it , since a flat stat does boost every other % one you have(for the same stat ofc)

If you upg a % main stats artifact , it also increase ... just like flat stat one ..

Hopefully this made sense .. its pretty late and might be confusing on how i explained it lol ..

Yes. Percentage always beats flat stats. Percent scales on base stat, which at champ lv60 will always yield more than flat.
