It depends where you are using the champ.
350 accuracy is plenty for most modes, but iron twins has higher requirements (550 ish) for level 15, on earlier levels it is far lower
For arena, against high resist champs you need 600 minimum accuracy, 700+ is better once you reach the later tiers, it will be considerably less in earlier tiers.
Resistance- for a lot of modes 400 ish will be enough, for some modes such as iron twins you need 700 + or a decrease accuracy champ.
In arena- again on higher tiers you are looking at 700 ish resist to reliably resist, on lower tiers it will be considerably less.
Due to the variety in content there isn't really one set of numbers to shoot for to cover everything. You build champs for the content you plan on using them in.
