HH says he can solo dragon. I dont think I can achieve that level of build. But if I pair with Duchess he becomes almost unkillable. 200+ acc, high res, as much HP as I can get. Regen and Acc sets.

My feeling is that res is not needed for dragon, it's rather more important for IG. Too much res can cut deep into your other stats, specially considering Orn's passive.
In general, duoing content is ok while you're waiting for better gear. Usually speeds up clear times considerably.
RES is important for solo dragon teams, not because of the boss, but because of the waves. If those debuffs land, you run the very real risk of dying. My solo dragon BEK has like, a 99.99% success rate - the very, *very* rare time I ever die, it's because of the waves.
Poly, if you can't solo, then yeah by all means, duo. There's no reason not to - except if it ends up being too slow. Your goal is to get to 2min30s or faster. If you can do that with Duchess + that new person, then yeah, go for it. If you can't, then I'd stick to just farming with a normal team.

I am running Dragon 20 now around 3:30. I can gear this out and see what happens. With Duchess to revive, I can focus on acc and hp%. I was thinking 3 acc sets?

You shouldn't need that much accuracy. For Dragon 20, you only need ~200 ACC.
Honestly, running it with both Duchess and Myciliac, I doubt you'll need very much in terms of gear at all. Between the buffs that Duchess provides, and her aura, it should be quite easy to gear Myciliac properly, and with Duchess revive, you don't even need to worry too much about defensive stats.

I am hopeful they take me up to dragon 25. Even at Dragon 20 being able to drag food along is a big bonus for me .

The duo failed. Duchess was killed in the first wave. Then Ono shortly after. It was fun to try.
