So yes the overheat ability can stack; however, you would be relying on teammate damage to take advantage of it. If you are playing solo I would recommend taking a TL + another weapon. If you are running in a team and are playing a support role then it can be effective.
In my opinon Thermal Lance works best on DOT (Damage Over Time) Abilities or other weapons that cause critical strikes.
For example, Using redox's ability which is a DOT. If you have overheat on someone then the DOT will do 50% more damage.
