I would please like to know the following: if I use a normal relocation but remain under level 5 palace, will i still have access to my novice relocation and join my friend on a different kingdom later on or will I loose my Novice relocation regardless?

Somewhat mystified.
Once you are above palace 5, there is no longer a novice teleport available, so you will not be able to move to another kingdom.
What do you mean by protection? The shield ?The bubble that surrounds your town when you first start playing?
If so, this is not what is preventing you from teleporting, as under normal circumstances you can teleport with a shield in place.
So unless I am mistaken, and there some strange reasoning behind it ,you should be able to teleport to a new Kingdom whilst shielded ,
It sounds like you followed the tutorial, and where it said " go to palace 6,"you did.
It ought to say before doing this ( going to palace 6) are you sure you do not want to use your novice relocate first?
Though the tutorial is useful you do not have to do things in the order they say .,
Unfortunately ,the downside is, if you want to join your friends you will have to start again.
Hopefully you haven't gone too far already.
The upside is, you will have gained experience playing in the kingdom you are in, and maybe at an advantage .
You will need a new account, make sure you know where your friends are , you could join them immediately, but you could also make use of being in a new kingdom first

This is really strange, Ivars telling you to forward your problem to the team who deal with the technical issues players encounter, yet the other day , after several players asked about the missing novice relocation,and one player posted the response from the technical team Ivar then wrote this.
The novice jump has been discontinued.

Novice's Relocation item has been removed from the game and it is no longer granted to new players. In order to move your Town to another Kingdom, you need to develop your Town to level 21 and move using the Drakkar items. This item can be found in Bank offers, you can get it for reaching checkpoints in some Competitions and for completing some monthly Quests if you have a Northeren Brotherhood subscription.

so in another words i cant play with my friends..... what a waste of 3 weeks i'm not paying for drakkars and have nvr seen them other than in store!
Yes, because some players abused the new account rule, they spoiled it for people like yourself.
I don't recall drakkar ever being a reward for a competition, but that doesnt mean they were not.
On previous occasions someone wrote it only costs one drakkar to move, who knows if this is true.
They only option I can think of is they move to you, but that doesnt work if they are settled there and there are many of them.
Just reread the earlier post from Ivar, where he says they are available in competitions so maybe if you stick around, you may win some.
