Could the Safe Conduct button please be made active at start of the capture march, not the arrival?

With game lag, that extra click can be seconds long, and easier for miscreants to tile hit.

The click to apply would still be needed (but could now be done immediately upon arrival), and can also be cancelled if safe conduct not desired.

The initial click would still be need to open the second window, just present the button at start of march, not upon arrival. [So still no extra window unless the Safe Conduct button explicitly clicked.]
