The suggested steps seem to be:

• Radio silence with them at all times and under any provocation. Encourage this within your k.
• Everyone should block them in game chat. [Do not hear them, and do not give them an audience.] {Some orders will eject any player that interacts with them. i.e. If you feed their desire to interact, they will continue to do so, so don't do so - lest the harm to everyone continues.}
• (Hope) that they go away. Eventually. [It may take months.]
• Get on with your own day in the meantime.
• You can report them, at great cost in time and energy to yourself - seems you've already seen the results of doing so.

Mr Wales is somewhat famous.  He has two troop types, so negative reps  dont hurt him much. I remember him from  kd  163.
