In essence, they are applied automatically.

If you go to your Inquisitor, middle bottom ribbon shows 0/400 or however many candles / # needed for next Dignity level.

The 0 will go up as you acquire candles.

When you have enough for the next dignity level, the circle above it will be clickable to upgrade your Dignity.
