Had the question read "continental U.S." you would have been right. But you're certainly doing the right thing in weighing each word very carefully.

I have a few more guesses then :) If we're playing with the words, it could be 

1) 0, as on the Map you showed there's no word "State" at all.

2) 1, as the word "States" is mentioned only once in the phrase "united-states-of-america"

THE RESULTS:

Although as well all know, the U.S. is a union of 50 states, if one examines these "states" individually, one finds that four of them are in fact not States but Commonwealths:

The Commonwealths of Kentucky, Pennsylvania, Virginia and Massachusetts.

Therefore the answer is:

46 States.

No one got quite the right answer so the closest answer (48) wins.

And the winner is …. ALYONA KOLOMIITSEVA !!!
