Archon, It increase the amount of experience points you get in a fight like defending your city, raiding someone, conquering/defending emporia etc. The more experience you get, the faster you reach next level. The increase in experience won't change the amout of PvP point you will get in a tournament, just xps from fight will be increase.

War council, all troop buildings, hall of heros, academy and argentarium are all at lvl1 for everybody...non upgradable at least up to now.How do you upgrade the war council? I'm lvl 9 but want the council to upgrade? can it? if so , how do I do it>?
