all gear, when you go to upgrade it shows what the max value is, if you check your champion index you can see what the max stats of a champion will be at level 6. then just do the math. but if your lazy, ill do the math for you.

4* gear is 40% of attack, HP and def. use % if attack or def is over 475, and HP over 7100, static if lower.

5* gear is 50% of attack, Hp, and def. use % if attack or def is over 450, and HP over 6960, static if lower.

% is much better in the long term.
