What Constitutes Gameplay Harassment?

A player raided me, and I raided them in retaliation.  This is normal.  That player then teamed up with four of his brethren and between them send 56 fireships over 15 raid attacks in a period of 30 minutes.  This is *not* normal, nor, to my mind, is it fair play.  Is there a point at which ordinary gameplay becomes harassment, or "unsportsmanlike conduct" or something?  TOS apparently no longer covers this.  There is no provision for addressing it with the Support Teams.  Am I to believe that there is nothing wrong with this behavior?

No they're rules among the game, if you can't beat it don't attack it and stay away from brotherhoods that come in numbers,

if you attack my league we will all come and hit you, no matter, it's how we role

Id use a whirlpool and claim your haven as my farm, so would my bh....

That is not being a coiner, it's part being in a active brotherhood
