I doubt that anyone can give you an answer better than "because Plarium decided so many years ago". Relics are a really old feature (if not a full decade old, then close to it) and they were never transferrable.

There were some improvement suggestions for Relics in the past, but nothing ever changed, and it's safe to say that nothing will. Sorry.
