I think signing the Blood Pack Highcliff is the only way of increasing troops in BG. BTW have any of you guys notice changes in BGs lately?
1) Usually if there is a BG tournament there are few individual quest on BG coming out that day.
2) If there is no BG tournament then individual quest on BG like attacking / defending 2 BGs or attacking / defending a BG of a certain level comes out quite often.
3) When there is a BG tournament in play then those BG that are open for attack / defend are lower in levels compare to those days with no BG tournament.

Make sure your storage is absolutely full with fire ale, fish and mushrooms. Then you will get more units instead of resources. :)
