I noticed this yesterday but thought it would be resolved when the new inavaders actually showed on the global map, it seems it wasnt.
The watch tower is saying there are 80 level 1 invaders, but is only showing about 1/4 of that, with a distace of only 11 km maximum.
Though I appear to have a screenshot I am struggling to add it

If you set to show all invaders, it says there are more, over a slightly larger range but doesnt list them all

I tried using that function,it thought it would be a speedy processs,but had no success,and then my computer locked up.
After restarting ,I didnt have the time to try again.
Later the problem was still there.
Today,as it seems to be working properly again, I came to say to say thank you for resolving the problem,but perhaps you did nothing after all.
