What is a Levy and who can wield it against you and why?

Just what the title says.  Some has stolen my silver twice now claiming I 'paid a levy' to something/someone.  Why is it that others can steal from you without a fight?

Yes my understanding is clan leaders pay this "cost" and it goes to the leader of the clan that holds the Place of Power.

Send your silver to your clansman whos always shielded. Dude, to make it you must use the market. Of course, you will pay the tax. It's typical situation.
