You can only use equipment if you have acquired it, usually made it, if you have it, and the normal procedure is not working properly, it's another ticket issue.

If the piece of equipment you want is under a chain and a lock that means you haven't met the criteria to open it yet. Once you do, (Palace level, knowledge etc), you should be able to craft what you seek

You cannot pick and choose the items you want, only select from the offers you can see.

Because, that's why.
They usually say that the bank offers are geared inividually to a player, and they have no control over what you might see.
Though of course some one has to make the decision of what can and cannot be offered.
