I have just had look myself, and I thought it might be an optical illusion because there is usually a spinning object there, however on closer inspection ,it looks like the top of the tower graphics is missing,so it now looks like its floating. This is on Firefox.
I am now looking at Google and the top of the tower and the spinning object is missing.
Makes one wonder what else is missing.Unless it is something to do with level,and this is a recent change, as I thought I had seen it on low level towns previously.

when you have that icon above your oracle ,it means you currently have no knowledge upgrades in progress

We live and learn, seems I was mistaken, I cannot remember it not being there all the time , and wouldn't have even noticed if it hadn't been mentioned here.
I have certainly never seen the, Ivar's explanation anywhere before.
