How the can some one with a level five move their city next to you 98 times and steal keep attacking you without any enemies or you being able to stop them. I am a level 15.

I intially misread your question.
I read about this recently.
Of course you can fight back, you just wont win any resources.
Part of my first reply was about getting a shield. and the fact that this player will have purchased many relocations to do just as you described .Nov 14, 2019, 01:5911/14/19

Yes lvl 5 does not mean inexperienced, it just means small. If they have been playing for a long time, they can have a strong hero totally geared towards military, many shields, many relocates, many boosts. What they can't do is send a lot of troops at once so if you have a lot of rss they will attack you many times. Other players are unlikely to attack them because they aren't usually watching them and they know they can't take their rss anyway.
This is not cheating, it is experienced play. If you had a shield it wouldn't happen.
