I would of thought if you had to visit the sector to be cloned they would report something, or make it optional !

They're for annoying people.  You wait until you have 50 of them, then send them at somebody 1 at a time from 24 hours away.

That works as well.  You can also add clanmates to your allies list in the embassy, that way if they get attacked you can see the report and go help them (if you want to that is).
